Research On The Mode Of Multi-Participant Collaborative Governance In Internet Space

Internet space governance is a national problem that our country and other countries are faced with. The choice of the mode of internet space governance directly affects the level of internet space governance, and it determines the social benefits which internet space made. Based on the research of internet space governance at home and abroad, this paper breaks the governance mode of government as the single participant in internet space, and explores the mode of multi-participant collaborative governance in internet space from multiple participants. The changes of the communication environment and the participant roles of information dissemination reflect the new needs of the mode of internet space governance. This paper constructs the mode of multi-participant collaborative governance in internet space based on the theory of multi-participant collaborative governance. The intrinsic logical relationship suggests roles specialization of participants of internet space governance be formed, interdependence relationship of participants be set up, and functional complementation of participants be promoted in order to realize the mode of multiparticipant collaborative governance. To demonstrate the effectiveness of the mode of multiparticipant collaborative governance in internet space, two hypotheses are put forward. First, there is a positive relationship between the degree of multi-participant collaborative governance and the governance efficiency in internet space. Second, the most influential participant decides the tendency of public opinion in internet space. An empirical study is presented that contrastive analyzes the governance modes and governance efficiency of public opinion events in 2010 or 2011 and 2014. The findings reveal that increasing the degree of multi-participant collaborative governance does increasing the governance efficiency in internet space. However, the most influential participant can affect the tendency of public opinion instead of deciding it. To apply the mode of multi-participant collaborative governance in internet space to practice, mechanism construction and data governance as the strategies are put forward.
