Partnership for 21 st Century Learning in the United States works out the “Framework for 21 st Century Learning” in 2002. Based on this framework, the 4Cs presented is that students should master the crucial 21 st century skills which includes critical thinking and problem solving skill, communication skill, collaboration skill, creativity and innovation skill. Some states in the United States have begun to reform the elementary education, integrating the 4Cs into the curriculum and instruction, and a series of achievements have been made in the practical exploration.This paper constructs the 4Cs educational objectives framework with the support of Marzano’s Taxonomy of Educational Objective for the first time. And the 4Cs educational objectives framework illustrate the specific requirements for students on the critical thinking and problem solving skill, communication skill, collaboration skill, creativity and innovation skill. The teachers could draw up the 4Cs teaching objectives with the direct guidance of the 4Cs educational objectives. The author also preliminarily discusses how to implement the requirements of the 4Cs educational objectives framework in the school education from four aspects as professional development, curriculum and instruction, standards and assessments, learning environments. This study of 4Cs educational objectives and its implementation provides references for the ongoing project in Chinese education research and practice that how to develop the core accomplishment of students.
