Nowadays, eversince the instable of the world politics status and the downturn of the economic, yet China’s economic develops rapidly, where a relatively large proportion of extensive economy as a precedent. In order to achieve sustainable development, the developing countries must consider economic transition problems when in the certain period of time. As a strong economic province, ever since last century Guangdong has been the leading role in China’s economy, bringing the great social and economic benefits. Facing economic transformation, there is a huge adjustment space of the talent structure which is the critical fator to achieve the economic development. Shaoguan University is the only undergraduate university in northern Guangdong area, as a local newly-built undergraduate university, it has certain research value and its representative worth the attention of societyBy sorting out the research status of the topic at home and abroad, we know that with the idea proposed by Chinese central government of "Application type university", domestic scholars have find their way to the study of the transformation development of local newly-built undergraduate universities. Domestic scholar had given a large amount of relative studies over the past two years. These studies mostly focus on the macroscopic research of higher education, the higher education development research, regional higher education research, local newly-built undergraduate universities’transformation process to the Application type university, not much specifically for analyzing the problems in the process of transformation. Moreover the study on local newly-built undergraduate university mainly focus on the study of the relations inbetween the transformation impact and the social economics. Few focus on the problem study in the process of transition. And foreign scholars" research mainly focused on the local higher education,local undergraduate schooling, the university of applied science schooling, those research are worthy of reference. Yet foreign universities did not produce any "local newly-built undergraduate universities" with strong Chinese characteristics, so thus they could not go through transformation and cause problems hence.Therefore, to in-depth comprehend the case of Shaoguan University and focus on reginal situation, I uses literature analysis, comparative study, multi-factor comprehensive analysis, case analysis and other methods, combining with the theory of the popularization of higher education, colleges and universities social functions, to analysis the present transformation situation of local newly-built undergraduate universities to application type university in Shaoguan university. Then explore the preliminary achievements and the existing main problems when Shaoguan University doing transformation. Finally put forward to the countermeasures and suggestions to speed up Shaoguan University’s transformation.In order to provide a practical reference for similar colleges and universities when implementing the transformation, and a government policy reference.
