| Education is the foundation of an important project lasting for generations. And it not only is the cornerstone of national rejuvenation and social progress but also is the basic way of improving national quality and promoting people’s overall development. In order to be a powerful nation, we have to strengthen the education first, the core of strengthening education is building a well-qualified and highly effective group of teachers. CentralCommittee of the Communist Party of China and State Council clearly states that we should establish the system of Teacher Certification registering regularly in 2010, which purpose is to, through the test on teacher regularly, on the one hand, supervise and urge teachers to strengthen study and improve themselves, on the other hand, break lifelong liability of Teacher Qualification in our country, open teachers’ export channels, and then accelerate the faculty optimization and achieve the goal of building high-quality teachers team.Qinzhou city as the experimental city of Guangxi finished the primary registration by the end of 2012. As a new system, the system of Teacher Certification registering regularly has a close relation with teacher development. Its implementation will directly affect the vital interests of all teachers, and its engagement also will have an influence on stabilizing the faculty and the goal of building high-quality teachers team and improving the overall level of education. So, in order to grasp the real situation of Qinzhou in the process of pilot better and more comprehensively and make it more convenient and targetable to policy maker to improve and perfect registration regularly before the Regular registration system put into effect, the normal department of Guangxi Educational Department entrusted Guangxi Normal University to carry out the research activity of the situation of regular registration system in Qinzhou, it is a great pleasure for author to be a number of the survey team. The author first uses questionnaire and interview methods to conduct research on lots of Qinzhou local primary and middle school teaching faculty and educational authorities, asking them for information with regard to the progress of regular registration pilot work unit, the familiarization, satisfaction and attitude of the teaching faculty; then further analyzes the reasons and difference between teachers and other engaged groups, aiming to figure out the practice problem of the mentioned work unit. In the end, after integrating reasonable demands of teachers and program feasibility, the thesis pose certain useful suggestions on the refinement of this registration.This thesis is divided into five parts, and the specific research methods are as follows:1.The first part is introduction, including reasons for the selection of this topic, the significance of research, objectives and methods, the definition of related concepts, as well as the literature review of existing research results.2.The second part is the background of the system of Teacher Certification regular register which is implemented in Guangxi’s primary and secondary schools, among this, the author makes a brief introduction of the development process of Guangxi Primary and Secondary School Teacher Qualification System. Furthermore, the author makes a detailed introduction of the necessity of the Regular Registration System of Primary and Secondary School Teacher Qualification System from time background and theoretical background respectively.3.The third part is about the investigation and analysis of the Regular Registration System of Primary and Secondary School Teacher Qualification System which is tried in Guangxi Primary and Secondary School, the author uses SPSS tool to systematically analyze the statistics collected by investigation activities with the statistical analysis mainly focused on the current status of teacher qualification holder ship in Qinzhou city, the teachers knowledge and satisfaction to the system as well as their attitude to the corresponding assessment which consists of registration cycle, content of assessment and the application of the assessment results. Through multi-factor compare and contrast method, there were in-depth analyses about the teaching faculty’s familiarization and satisfaction extent. Furthermore, with the combination of the content of the interview, the main focus of the thesis is on analyses of relevant phenomena and the reasons of existing differences.4.The fourth part is the findings of Regular Registration System of Primary and Secondary School Teacher Qualification System in Guangxi, it mainly includes both experience and existing problems in the process of trial implementation. From Qinzhou pilot work, we sum up some experience including:1, Take some effective measures to improve the work efficiency; 2, Combined with local actual situation to formulate implementation plan; 3, According to the specific circumstances to deal with processing problems flexibly. Through the analysis of survey data, we find out there are mainly six problems in pilot projects:1, Teachers have low degree understanding of Regular Registration System; 2, Regular registration examination standard is lower; 3, It lacks of corresponding incentive disciplinary mechanism; 4, The subjects of regular registration examination are not clear; 5, Teachers’continuing education training lacks of complete specification; 6, It lacks of countermeasures of common problems in the registration work.5.In the fifth part which is also the last part, the author puts forward four aspects suggestion of system of the innovation and improvement in view of the main problems which exist in the process of the pilot of periodical registration system in Guangxi Qinzhou:1, Take some effective measures to make teachers expand the understanding of the registration system on a regular basis. 2, Refine every link of system on a regular basis which includes four points:(1) Improve the assessment standard of regular registration system; 2, Design flexible regular registration cycle; (3) Making reasonable regular registration procedure; (4) To standardize the organization of assessment and management of regular registration work.3, Kinds of common problems which occur in the process of system implementation should be paid more attention to dealing with. The author comes up with corresponding improvement Suggestion respectively from three problems which are "one person has many certificates", "certificate is not accord with the subject " and "the certificate does not conform to corresponding learning stage ".4, Establish and improve related supporting system. It mainly includes three aspects:(I) Improve the system of teachers’continuing education mechanism; (2)Establish matched incentive and disciplinary mechanism of regular registration system; (3) Establish special funds system of regular registration system work. |
