As a kind of new digital teaching resources, the electronic teaching materials based on mobile terminals are rapidly entering the classroom. The Electronic materials combined with text, pictures, audio, video and other multimedia resources, which throughout a certain teaching method, broken through the limitations of traditional paper materials. Under the guidance of teachers, electronic teaching materials help students to create a good learning environment for students’ autonomous learning, what makes classroom teaching atmosphere has become relaxed and lively. Therefore, the use of electronic teaching materials can meet the demand of teachers’ teaching and students’ learning needs, and the use of electronic teaching materials can also improve the effect of the students’ interest in learning. In recent years, with the improvement of information technology, electronic materials have made great progress in the aspects of content design, interface design and functional design. However, electronic teaching materials in the application development process still exist many problems. The question is shift the focus on the student’s knowledge content needs to how to more effectively meet the needs of all-round development of students, the designers also need further study.In the first chapter, through the literature research method, analyzed the current research status of electronic materials and the current situation of primary school English Teaching, focusing on the development of primary school’s English electronic materials;The second chapter reviews the related research of the English electronic materials based on Mobile terminals primary, including the definition of the concept of electronic materials and smart classroom. Then it introduces the characteristics, advantages and application of the electronic teaching materials based on the iPad mobile terminal, and finally introduces the APT teaching model; The third chapter introduces the design and development of electronic teaching materials, which based on APT model in the smart classroom environment. Firstly, this paper introduces the design principle of electronic teaching materials, and analyzed the characteristics of the teaching goal, the primary school English teaching subject characteristics, learning characteristics and teaching activities, then introduces the design of the electronic materials according to the module, finally introduces the electronic materials development environment, tools and techniques, and the function of the electronic textbook implementation; The fourth chapter introduces the application of electronic teaching materials in the classroom, and then analyzes the application results with the satisfaction of electronic materials; The fifth chapter summarizes the research contents, innovations and deficiencies, and puts forward the prospects for future research.
