The urban and rural compulsory education in our country has a large gap, especially the compulsory education in rural areas still faces many problems and challenges. The researches of realizing population data specialization, regional transportation accessibility, the experimental simulation of education facilities spatial layout by GIS techniques provide a good solution, but also provide a good technical support to promote the accessibility of urban and rural compulsory education schools and reasonable spatial formulate, which are conducive to promote the optimal allocation of education resources and equal space development. Xiantao is a typical county region city of Jianghan plain, this thesis choose Xiantao city as the example and the compulsory education schools in Xiantao as the research target. Xiantao as a new national urbanization pilot has homogeneity in the natural and economic geography conditions. This is advantageous to the problem’s representation, the construction of model and experiment simulation, and is helpful to reveal the present situation characteristics and development trend of equal and accessibility of rural public service in China and provide theoretical basis for the rural public service development and management.This thesis describes the research background, research significance, research framework, research progress both at home and abroad, and the general situation of study area in detail. Through collecting data, field survey, data conversion, and dealing with the spatial data by GIS software to establish spatial geographic information database and attribute database of transportation networks, residential location, population distribution and existing education resources, show the geographical distribution of demand and supply of compulsory education school in Xiantao, and realize the spatial visualization expression of basic data.On the basis of the analysis and comparison of measurement method of public service accessibility, this thesis selects three complementary advantages and disadvantages measurement models i.e. scale model, buffer analysis, the cost of OD matrix analysis as the analysis method of compulsory education school space accessibility evaluation in Xiantao. Using the space link, analysis, statistics and other functions of GIS to calculate the result of the compulsory education school space accessibility and building a thematic map to analysis.Through the overall evaluation of the present situation and spatial distribution of compulsory education schools and the education resources distribution in Xiantao, we find out that the school space layout disequilibrium can induce the obvious differences in education accessibility of primary and middle school students, education resources allocation imbalance result in the waste and shortage of resources, and exist the problem of education conditions space development imbalance. To resolve these above problems, this thesis put forward policy suggestions of school space optimization layout from four aspects:increase investment, improve school conditions, optimize the teachers configuration and enhance the school-running level, promote the quality education resources sharing. These studies have important theoretical and practical significance in promoting the public welfare, fairness and efficiency of urban and rural compulsory education.
