2010,the State Council promulgated the "national medium and long term education reform and development plan" formally put forward the concept of "integration of urban and rural education",Since then,all over the country began to explore and practice the integration of urban and rural Compulsory education.China's compulsory education management system and the current status of education and regional differences between different regions determines the integration of urban and rural Compulsory education in China should be placed in the framework of the county.The integration of urban and rural Compulsory education mainly refers to the process from the whole society to promote the balanced development of physical and mental health of urban and rural students as the goal,the rational allocation of educational resources,the complementary advantages of urban and rural education resources,and the common prosperity.Slow development of county economy is the biggest obstacle to the balanced development of regional economy of our country,and education is the basis of labor and reproduction of scientific knowledge,the foundation for economic development,to promote the county's economic development way is to give priority to the development of education,especially basic education,which requires to realize the integration of urban and rural education in the county.This research mainly uses the literature method,investigation method,case study method and so on,to research on the background of "removing points and schools".Through the research on the integration of urban and rural Compulsory education and the balanced development of compulsory education in urban and rural areas,based on the analysis of the relationship between the two,it is clear that the plight of the integration of urban and rural education.Through many field research in Lushi County of Henan Province as the research object,the study found that there are still on the integration of urban and rural Compulsory education is unclear,institutional barriers,supervision mechanism is not perfect,school conditions,education funding,teachers uneven allocation of educational resources,and the problem caused by the withdrawal point and the school policy sequela obstacles.And put forward to strengthen the understanding,unity of thinking;the establishment of investment responsibility system;According to the service radius and the characteristics of population living in rural compulsory education schools;Improve the allocation of Teachers;perfect guarantee and supervision mechanism,promote the realization of the integration of urban and rural Compulsory education poverty county.
