The imbalanced development of fundamental education have become to be the prominent problem in current education, many relevant researchers have done lots of work, but most of the them use the existent resource target to analyze the reasons of imbalanced development of fundamental education and make certain strategies rather than to quantitative analysis. This thesis summarizes and studies the evaluation methods of the public fundamental educational resource s distribution in China and abroad, analyzing the distributional status of the educative resource by the GIS and accessibility.Taking Nanchang for example, explores schools accessibility calculation and analysis information system which was based on minimal pass-time oriented optional route arithmetic. Based on the Nanchang s road networks, this thesis undertakes empirical research in terms of accessibility of schools in Nanchang urban district in these spects:different regions, different travel modes, different kinds of schools. So as to generate mark diffusion figure, time contour, service scope figures for school as well as rank distribution figures of accessibility. And then, take Donghu for example to study the service scope of school and the differences between the scope of enrollment and service.The result shows that the accessibility of Nanchang schools as a whole is satisfactory, the average time cost is 7min48s,47% regional accessibility is less than 5min.However, and the inner difference gap is obvious, for the fact that the accessibility of the old downtown area is much more superior to the outer new downtown which has reached 42min12s to some extent. The best accessibility of region is Donghu, the last one is Jingkai, and the average time cost of them is 5min and 10min; 47% and 51% of students could choose walk and bicycle to school, only 2% of students need to take bus to school. The analyzing of service range of school in Donghu shows that the range of service and enrollment is different between schools, generally, the enrollment/service range of middle school is larger than primary school. The last, as the spatial difference of accessibility, the thesis will table a proposal for optimizing the spatial distribution of school in this two aspects: optimizing education resources and structure of road networks. It is to provide the analysis methods and strategies for education department to promote balanced development of fundamental education in Nanchang.
