Analysis Of The Regional Disparity And Convergence Of Chinese Sports Public Finance Expenditure

With people’s increasing demand of sports, rich sports products and sports public service has become urgent.The State Council issued the "Opinions on Accelerating the Development of Sports Industry to Promote Sports Consumption" in 2014,it pointed out that to develop the sports cause and industry,.to achieve the public physical service system cover the entirely society in 2025.However, China’s sports are facing a serious problem -- the disproportion of common physical resources, which actually caused by the differences of sports public finance expenditures in different areas. The difference of this gap is bound to affect the healthy development of sports,.This paper intends to measure and analyze Chinese regional disparities of sports public expenditure, which has an important significance for the setting of policy, which aims to narrow the gap of sports public finance expenditures between different regions, and the realization of equalization of public sports service.Under the research and analysis of the Sports Public expenditure of 31 provinces, autonomous regions and municipalities from 2007 to 2013, used the literature data, mathematical statistics, logical reasoning and etc. as research methods.This paper not only describes the status quo and analyzes the tendency of sports public finance expenditures in different provinces and cities distributed in east, middle, west and northeast of China, but also analyzes the regional gap of sports public expenditure and convergence. Drawing the following conclusion:Firstly, in a national aspect, the National Sports Physical per capital public expenditure and public expenditure is rising, the growth rate of the national sports public expenditureis greater than per capital public expenditure. In a regional aspect, in the eastern, central, western and northeastern region, the sports public expenditure showed a trend of growth. Sports public finances in the provinces and per capital of western region are growing faster, the northeastern is second,the central is third,the east are slower. From the perspective of province, the per capital expenditure of public sports provinces showed an upward tendency over the years, the highest per capital expenditure of public finances sports is Beijing, the lowest are mainly distributed in central provinces such as Henan.Secondly, the overall gap between sports public finance expenditure in China mainly comes from the regional differences. Chinese per capital sports public finance expenditure is expanding in the aspect of the absolute gap. From the aspects of the relative gap, mainly used the Gini coefficient index to indicate the difference between China’s regional sports public expenditure. Nowadays, the Gini coefficient suggests a downward trend, China’s per capital sports public expenditure is shrinking.Thirdly, it can concluded from the convergence analysis that sports public expenditure in different regions still have differences. The national per capital sports public expenditure and the per capital sports public expenditure in region of eastern China are exists σ-convergence and β-absolute convergence.Based on the analysis above, the recommendations suggested in this paper are: improving the size and quality of sports public expenditure, aiding underdeveloped regions;expanding financial transferred payments in different regions; promoting the coordinated development of regional sports industries; creating conditions to adequately realize the convergence of sports public expenditure.
