This thesis expounds the implication of educational equality, analyzes the status quo of the elementary education in present China, and further applies synthetically a set of suitable index system concerning the analysis of Chinese educational inequality condition. On the basis of these, the present thesis conducts an empirical study on the disparity concerning the development of elementary education in China, analyzing the main factors for the disparity, and further proposes a suggestion on facilitating equality in Chinese elementary education.This thesis is divided into five parts. Chapter One serves as the introduction, illustrating the background of the said topic as well as its theoretical and practical significance, making a brief introduction to the achievements and tendency home and abroad concerning the study on the status quo of educational equality, displaying the layout of the thesis and highlighting its creative point. Chapter Two is a literature review of educational equality, expounding its implication and illustrating its relationship with balanced development. Chapter Three summarizes the policies made and measures taken by the Chinese government during the Tenth Five-Year Plan and the Eleventh Five-Year Plan on facilitating the development of elementary education and reveals its status quo. Chapter Four functions as the body part, analyzes through certain evaluation index system the absolute variation and relative one of the regional disparity and rural-urban gap concerning Chinese elementary education and makes an empirical conclusion. Chapter Five serves as the conclusion and proposes detailed suggestion and measures to facilitate the equality in Chinese primary education.
