ICT has a revolutionary impact on the development of education, which we must attach great importance.It is also an important part of the national information system, and it is an important part of the development of education reform in China. ICT in higher education is of great significance to the innovation of personnel training mode and the level of scientific research and management in Colleges and universities.After the preliminary development, China’s ICT in higher education has basically passed the stage of infrastructure construction, which has transmited the ICT construction from hardware construction to application development.To evaluate the application level of ICT in higher education, is not only able to know the status of ICT application in higher education, but also able to put forward relevant suggestions for existing problems.And this is an important means to promote the application of ICT in higher education.Evaluation index is an important foundation to realize the scientific and accurate evaluation, and it’s study is an important content to promote the application and evaluation of ICT in higher education. Because of the development of educational information in our country, the primary focus is on the construction of infrastructure and security, which has caused most of the research on infrastructure, security and other aspects, short of the index research on application which also sweeping.In order to understand and evaluate the application level of ICT in higher education, this study will focus on the research of core application index system of ICT in higher education. First, I will carry out a documentary research about the present situation and index research of ICT in higher education, use the literature metrology and ISM(interpretive structural modeling method) to systematic analysis the core elements and it’s application process, and to build evaluation model of ICT in higher education; then, based on evaluation model, combine with the analysis of literature data, to choose the primary index and build the core application index system. And use the Delphi. further modify the core index, set up the core index weight of ICT in higher education; Finally, based on the core index system, select a college of Hubei Province as a case study, the level of application of information technology in the university were analysis and evaluation and recommendations.The main innovation of this study is that this paper have done systematic analysis of information technology application, put forward a model to evaluate the application level of ICT in higher education which named core index system of ICT in education. On the one hand, the core index system can evaluate accurately the comprehensive development level of ICT in higher education, to make a evaluation to the ICT in higher education application level. On the other hand, it is able to guide the development of ICT in higher education in practical application, and it also can provide a reference to research about ICT in higher education in future. This paper mainly includes three aspects of research results:first, on the basis of literature metrology and ISM to construct the application level evaluation model of ICT in higher education; second, from the point of view of the application of ICT in higer education, constructed core index system of ICT in higher education; third, select a university in Hubei Province as a case study, to realize the application of the core application of the index system. And this may be able to provide reference for the related research and practice in the furture.
