As represented by the Internet, the application of information technology in education is more and more widely, many learning mode and learning idea began to emerge. Online learning is favored by many learners, because of the advantages of the free, the open and the convenient. However, as the result of the online learning platform is not practical, not adapt to the learners themselves, the curriculum design is not science and the interaction between teachers and students not in time, the college students’ online learning motivation is very insufficient. At present, although academics have done the incentive strategy study of online learning motivation, there are still problems, such as the analysis on the influencing factors of online learning motivation is not enough in-depth, formulation of the incentive strategy of online learning motivation does not involve the use of technical and learning environmental, and a lack of necessary empirically test for the incentive strategy of online learning motivation. Therefore, these studies still lack a certain depth and validity.Based on a comprehensive analysis of factors affecting college students online learning motivation and relevant learning theory and motivation theory, the process of college students’ online learning process can be divided into three stages:the preparatory stage, the development stage, and the feedback and evaluation stage of online learning. Then, according to the learning characteristics and learning needs of learners in different stages of learning online, corresponding incentive and retention policies were formulated. Such as:in the preparation stage of the online learning, the study take improving the usefulness and ease of use of online learning platform, establishing a positive attitude towards learning as the breakthrough point; in the development stage of the online learning, strategies were formulated from two aspects that is prefecting design of online course and improving the learning environment. Perfecting online course design mainly includes to develop a reasonable teaching goals, select new teaching contents, adopt flexible teaching methods and design a variety of online activities, etc. In the aspect of learning environment, motivational strategies were formulated mainly from the physical environment, the normative environment and the social environment. Strategies in the stage of Feedback and evaluation, mainly including the timeliness of feedback and the incentive of evaluation, it suggests that teachers or tutors give learners timely and effective feedback and praise the learners’ learning ability. By increasing the learner’s sense of accomplishment and self-confidence to motivate learners’ learning motivation.In order to verify the effectiveness of the strategies, the part of the design of strategies and implementation is based on the online course——"Introduction to education technology", of Educational Technology freshmen in Zhejiang Normal University with a total of 60 implementation object. After a period of time, the paper adopt the way of questionnaire survey and online learning engagement survey, to survey and analyse college students’ online learning attitude and learning behavior, and the results verify the effectiveness of the strategies.
