Technical education is a part of the national vocational education, the main purpose of the school is to develop the skills of high skilled personnel for the society, to train the operator of the order type. Since after the founding of new China in 1949, opened the first technical schools so far, technical education through the ups and downs, period has closed, also had the glory of 90s of the last century. Today, along with the market economy, technical education is also with the trend of the times to the market. The demand for technical talents is increasing rapidly, which makes the mechanic education more and more vigorous, the number of colleges and universities is increasing rapidly, and the scale is increasing. With the deepening of economic globalization, the demand for skilled personnel in all walks of life continues to increase. In order to make the students enter the society more competitive, in the beginning of this century, the technical colleges gradually carry out the construction of the college connotation, and try to improve the teaching quality through various channels. The students enrolled in the technical colleges and universities are mainly middle school students, and there are some high school graduates, the school is mainly for their future employment to provide technology and skills. The characteristics of running school, which is bound to be closely linked to the Vocational Technical College, also lead to the decline of the quality of students, and the quality of students directly determines the quality of teaching.In this case, in order to improve the teaching quality of the technical college, we need to think and innovate the content construction of the school. The idea of culture management is introduced. Culture management originated from the enterprise management, after the development of mature and from enterprise management independent of a new management concept, is the core of the "people-oriented", by creating the core culture of an organization, namely common value concept influence on the formation of the members of the organization, so as to achieve management objectives of a kind of management mode. The research of this paper is to introduce the mode of cultural management into the management of technical colleges, and try to form the school’s cultural strength by constructing the common values, moral standards and behavior criterion, so as to achieve the purpose of cohesion, guidance and encouragement.In this paper, the author first introduces the development history of the culture management, explains the connotation, characteristics and the significance of the implementation of the technical colleges and universities. Then, the author takes Zhenjiang Technician College as an example, makes a survey and Research on the job satisfaction of teachers, and analyzes the problems existing in the management of technical colleges and universities in the perspective of cultural management Finally, the author puts forward a series of countermeasures: to change the management idea, to construct the basic framework of the school culture management, to strengthen the personal qualities of the headmaster and the construction of the staff and workers, the use of incentive measures and so on. The author hopes that through the research on the cultural management of technical colleges and universities, it can play a good role in promoting the technical education, which is beneficial to the individual development of teachers and students in the school, and is conducive to the overall development of the technical colleges.
