Current Situation And Countermeasures Of The Local Colleges And Universities To Implement Management By Objectives

With the reforming of our economic system, management by objectives was referenced by enterprises and subsequently entered into the domain of higher education in China. For a decade, it has been attracted widespread attention among the universities and it has also been getting access to local colleges and universities in ascending number. Though facing with the difficulty to get resources and possessing limited assets, local colleges and universities should use management by objectives to do well in the management of teaching, researching and teachers, which is of great importance.This paper contains three aspects. The writer starts with an analysis of the conditions and impetuses of the combination of management by objectives and local colleges and universities from the nature of the local colleges and the internal and external environment on the basis of the theoretical foundation of management by objectives. Secondly, the writer analyses the problems which arises from the implementation of management by objectives in the local colleges and universities by a survey. Finally, depend on the problems, some countermeasures of management by objectives are proposed by the writer such as school orientation, ideological understanding, objective system and implementation system etc.With the management by objectives of the local colleges and universities as the research object, the writer puts forward some specific suggestions for the application of management by objectives through combining with the special circumstances and conditions of the local colleges and universities in the hope of opening a in-depth discussion about the management by objectives.
