From the perspective of constructing service-oriented government, the endeavor of basic government should be how to achieve effective supply of government to meet the corresponding public demand, such as role, function, boundary, and tools etc. in particular, how to choose and optimize the combination of government tools, such as idea education, policy guidance, and actual combat exercise, and finally to establish a new model of community workers personnel training: "public demand--government supply".
