Supply-Demand Contradiction And Research Of Way Out For Government Purchasing Community Correction Social Work Service

Improvement of community correction system has been clearly put forward in the document“The Decision on several major issues about deepening all-round reform by the Central Committee of the Communist Party of China”which was approved by the third plenary session of the 18 th CPC central committee.The document“Views on Organizing Social Forces to Participate in Community Correction Work”was published under the joint efforts by National Justice Department and Central Comprehensive Management of Public in November 2014,which clearly requires to lead the government to purchase community correction social work service from social forces.After years of positive exploration,parts of district governments have gained certain achievements in purchasing community correction social work service.However,a series of supply and demand contradictions have been exposed at the same time,such as lack of supply scale of community correction social work service,structure mismatches of supply and demand,single content of service,and low degree of specialization.Furthermore,the research on government purchasing community correction social work service is rather weak in the academic world,the supply and demand contradictions about government purchasing community correction social work service have hardly been set foot in.Therefore,it is essential to provide a reasonable explanation to the contradictions of supply and demand about government purchasing community correction social work service,and to find a way to break the bottleneck and solve the problem.In this way,it is of great importance in optimizing the allocation of judicial social work resources,improving the level of government purchasing community correction social work service,promoting the development of social work organizations,and helping re-socialization of community inmates.This article selects the typical B district government of Guangzhou purchasing community correction social work service as case study.Taking research methods such as interviewing,field observation,questionnaire survey,and statistic analysis,theoretically based on public goods theory,equilibrium theory of supply and demand,the article offers an integral analysis on the demand and supply situation of the current government purchasing community correction social work service by data and cases,so that to clarify the existing outstanding contradictions of supply and demand,and to find out the causes of the contradictions from the three aspects of government,social work organization and community inmates,and then to provide suggestions to deal with the existing contradictions of supply and demand from the perspective of social work.
