On June 23,2013 issued by the state council "about speed up the development of modern vocational education decision" clearly put forward:"to guide a group of ordinary undergraduate course colleges and universities to the application type transformation of colleges and universities, and focus on hold undergraduate professional education to adapt to the regional economic development needs", ease for a long time since the talent market structural contradiction, promote the competitiveness of the local undergraduate colleges and universities themselves. At present, the domestic most of the newly built undergraduate course colleges and universities do not have the conditions of the university to the application, in order to realize the successful transformation of the school, the resource allocation problem is particularly important. But to solve the transformation process school faces such as courses, teachers, facilities, scientific research and evaluation, and many other resource allocation problems, become the important factors that affect school successful transformation. Based on this, this article in the perspective of resource allocation, based on the impact of school transformation analysis resource allocation problems, in Germany, the United States and Australia school-running mode on the basis of an applied university, combined with the actual situation in our country, put forward corresponding countermeasures, hoping to transform schools provide theoretical guidance in terms of optimal allocation of resources.This study based on the literature theory as the research at home and abroad, has carried on the induction and the existing research results, from the teachers, facilities, courses and scientific research and so on four aspects analyzes the factors influencing the transition part of the education of the current school resources existing in the resource allocation problem and its reason, and combined with Germany, the United States, Australia, the three countries the experience of an applied university, proposed the main strategy of the optimal allocation of resources. Article is divided into five parts, the article in the introduction introduces the selected topic background, research purpose and significance of this study, domestic and foreign research present situation, related concepts and research methods.Then introduces the present development of the transformation of the newly-founded universities, puts forward the factors affecting the allocation of resources of school transformation, and these influence factors are analyzed in attribution; According to the school itself, combined with Germany, the United States, Australia, the three countries running mode of the university of applied technology, from the curriculum, faculty, facilities, and scientific research from four aspects, put forward to promote the school important strategy transformation to achieve optimal allocation of resources.
