As an necessary element of production, human resources has become the most important and valuable factor to promote the development of economy. Education, an important means of the development and increasing of human resources, takes the basic position, and "a dominated role, and must be developed in advance". Consequently, the inner human resources within universities can directly determine its effective distribution of the local economy, and whether the inner human resources can be optimized or not will influence the achievement of the above functions, and further influence their contributions to the local economy.Based on the general angle of economics, the author tries to analyze the human resources within Inner Mongolia universities which are located in the border areas, have many ethnic minority, a relatively backward economy, and the relatively lack of human resources. Starting from the distinguishing the relationship and differences of human resources and human capital in the universities of this region, the author adheres to the logical order of "proposing problem, analysizing it and solving it", and uses the method of "theory outline---application analysis---solution research". On the basis of exploring personally and referting to many statistics, the author combines the theory and analysis of the statistics, words and digrams, in order to analyze the situation and existing problems of human resources distribution of the universities in Inner Mongolia, and propose 12 principles in optimizing human resources allocation. Combing the characteristics of the universities of Inner Mongolia from the macro and micro angles, the author proposes the idea of gaining the policy-support from the nation and the government, creating a good environment for the development of human resources in universities, establishing a rational mechanism for importing human resources, improving the mechanism of training, and setting up all-runder competition, encouraging-restraining mechanism, reational mechanism of the flow of trained personnel, with the hope of optimizing the allocation of human resources in the universities of Inner Mongolia.In a word, fully realizing the important role played by human resources in present economic situation, the author proposes that allocating human resources scientifically and effectively and transforming human resources into human capital as quickly as possible are very necessary. From the general angle of economics and the unique characteristics of this region, this paper tries to analyze the new situation, new problems, new experiences, new rules and new methods in human resource allocation in universities of Inner Mongolia with the hope that the present research results can make some contributions to the scientific and effective training, importing and using personnel in order to promote the rapid development of the economy in this region.
