The teacher is the core of the human resource of The College and University of Agriculture(CUA) , which character affects the school existence and development directly. Therefore, it is an important thing for the CUA to make the human resource optimize (HRO) and increase teachers' troops level. This paper starts with the human resource CUA's state and problems and points out that optimize is a basic path to resolve the problems. In studying how optimize, Markov model is introduced to optimize the CUA teacher title construction, predict the changing trend of the teacher's troops in the quantitative angle, which offers theories gist for optimizing teacher's troops; On the other hand, the settle of CUA human resource optimize is discussed in detail from qualitative analysis angle. In a word, a kind of new method and study thinking way for optimizing CUA human resource research are offered by qualitative and quantitative analysis.
