The trend of the economy has transformed in China. With the transition of economy and upgrading of industrial structure, intellectual economy has replaced traditional agricultural economy and industrial economy, while the intensive economy has replaced extensive economy. The development of economy transformation has brought the opportunities of socioeconomic development along with the shifting of personnel structure. The employment difficulty of college graduates and the recruitment difficulty of businesses have led to the structural unemployment of increasing new labor, and it has become the one of the most urgent employment issues that needs to be addressed.Regional universities and colleges had developed with the higher education popularization in China. In recent years, these educational institutions have faced several administrative issues such as unclear mission and confused characteristics of the institutions, thus cannot integrate the institutions with local economy tightly. It has caused the predicament of institution administration and become a serious obstacle in the development of higher education. In order to better allot and utilize higher education recourse, the Chinese government has introduced a series of policies to guide the institutional transformation. Local governments and higher education institutions have responded positively to implement these politics. Since the Chinese government has implemented these politics, the pilot institutions which have participated in the transform have acquired some achievements and set up nice examples for others. In order to provide advice and guidance for the transformation and figure out the right path, it is necessary to analyze and summarize the issues that the pilot institutions have encountered during the transformation. This study attempted to find out the issues during implementing politics for the institutional transformation by analyzing the policies and case studies. The suggestions were made for the future implementation of the policies based on real-world issues.The first part summarized and studied the policies related to transform of regional universities and colleges in China, which included the analysis of social development background and related policies and how the policies were implemented in different areas in China, etc.The second part Through the study of policy overview, to the transformation of local colleges and universities policy goals and value orientation has carried on the induction analysis, provide direction and basis for a deeper research.The third part showed a case study of H College in Henan Province. By using documentation analysis, real case study and interview method, the author stated the rationale of choosing H College as the sample and studied on the process of implementing policies and outcomes. The issues and solutions of H College’s transformation process were summarized for future references.The forth part was the conclusion. The author addressed several common issues during the process of regional universities and colleges transform and analyzed the causes of these issues. Also, the author provided solutions and judgements of the value orientation of the regional universities and colleges transform, which would be useful in the implementing process of certain policies.The fifth part made some suggestions to better complete the policies of regional universities and colleges and regulate the general way of the transformation based on the conclusion and judgments of the forth part.
