Children are the future of the motherland, is the hope of the revitalization of the Chinese nation, affecting the well-being of each family. The period of 3-6 years old is an important stage of physical and mental development of children, and recently, media reports of kindergarten child abuse are emerging:some children in kindergarten were abused and threatened, some were beaten black and blue, some were even long-term fed antiviral drugs, etc. Each reported event is shocking to the public and aroused widely attention of society. Hence, in accordance with the principle of "people-oriented, prevention first", strengthening the supervision and regulation, is to fulfill the responsibility of government for protecting children’s physical and mental health in the kindergarten. Starting from correctly handling the relationship among government, kindergartens, parents and society, this paper researches on integrating and making full use of resources to straighten out the government action system, so then increase government regulation and service efficiency, hoping to make theoretical exploration for the next step of supervision system reform of local government, and enrich the theoretical system of government supervision.This paper takes Longhua District of Shenzhen as an example, discusses the government action of preventing child abuse by kindergarten teachers, through the methods of literature, case studies and action research method to construct theoretical framework, compares with domestic and foreign child abuse status and preventive measures, analyses the similarities and differences, establishes a unified and efficient Longhua District child abuse by kindergarten teacher prevention mode of action as a beneficial exploration. This research effectively promotes the supervision system of the government to improve the Longhua District kindergarten teacher child abuse prevention, and provides reference experience for government action research, which is significant to ensure the healthy and happy growth of children in the kindergarten, and build a harmonious environment for pre-school education.Finally, by clearly defining the theory of government action of preventing child abuse by kindergarten teachers, analyses Shenzhen Longhua District government action status, issues and causes, drawing lessons from the experiences of major developed countries and regions in the prevention of child abuse behavior, studies on the countermeasures and suggestions on the prevention of child abuse behavior of kindergarten teachers:1. Establish child abuse behavior of kindergarten teachers prevention mechanism of action model;2. Improve the child abuse behavior of kindergarten teachers prevention legal system and standard system;3. Actively promote the construction of supporting system of child abuse behavior of kindergarten teachers prevention;4. Establish and improve the supervision control system of child abuse behavior of kindergarten teachers prevention;5. Create a good environment for the prevention of child abuse by kindergarten teachers; sixthly, to strengthen education, training and information supply.
