The teacher is the first resource of education.From the popularization of compulsory nine-years schooling to the compulsory education law which was revised in 2006 of the People’s Republic of China. The development of Chinse compulsory education in the past decades experience two critical stages:from the basic popularization to comprehensive popularization to promote the balanced development of compulsory education. With the development of economy, more and more public financial resources invested into education, especially in the rural area of China. However, our government overwhelmingly emphasis on material aspect of education, such as the buildings, the equipment, the libraries. On the one hand, as the public expenditure per student has been increasingly improved, it seems that our teacher has been ignored by our officials. What the most important is the shortage of teacher in Chinese rural area, on the other hand. The teachers of rural area facing a series problems, for example the high turnover rates of leading teacher, the growing of ageing teacher, lower wages and the unbalance in the structure of teacher.Consequently, the teacher recruitment, especially in the rural area, is the most critical factors which relates to the development of our society and education. It has become a national strategy. In the process of exploration, Hubei Province, a series of policies and measures to walk in the forefront of the country in 2012.Hubei Province promulgated the implementation of compulsory education teachers of new mechanism, every year thousands of special program’s teachers had been recruited to rural primary and secondary schools, which promote compulsory education development in rural area. However, the turnover rates of the special programs’teacher still higher than other teachers. In other word, how to make the special program’s teachers to work more stable than before is the key for this policy.This paper is divided into four parts:the first part is introduction, expounds the research background, and puts forward the research questions, research methods, research design. The second part is literature review, take teacher mobility, teacher turnover, teacher recruitment, teacher reentry into the category of the teacher supply, reviewing the main research literature about the teacher supply and influential factors all over the world. The third part for status of implementation of the new mechanism of teacher policy in Hubei Province. The fourth part is analysis on the empirical data of the mechanism of new teachers-The fifth part is the case study. The sixty part come to the conclusion of basic research. At last, put forward corresponding countermeasures and suggestions.
