Up to the present time, there is no statue or regulation about public school’s social responsibilities. Public schools only fulfill social responsibilities in some extent or in some area. In the national wide, it is not rare to hear some news about schools being irresponsible for social affairs. Therefore, based on few researches about schools’social responsibilities, this is a new research topic. It could assist us to get more information about schools’social responsibilities’problems and difficulties by knowing about the current situation. The aim is to assist school to be more responsible and to achieve the unite and harmonious in our society.The research is based on questionnaire together with interviews. The research subjects are 127 teachers and 271 students in three public schools in Tianjin from perspectives of school management, personnel responsibility, students’responsibility, environment responsibility and community support. This paper mainly analyses cognitive differences about school responsibilities in teachers with different gender, age, teaching experience, degrees, titles, posts. Also, this paper discuss cognitive differences about school responsibilities in students with different gender, grade, parents’ professionals.Based on researches, we can make these conclusions.1. The current situation about schools’social responsibilities operates well.2. There are significant cognitive different in teachers and students with different backgrounds.3. There is no significant cognitive different in teaches with different backgrounds. There is no significant cognitive different in students with different backgrounds.According to the research conclusion, we give some constructive suggestions. In aspect of government, we actively guide and promote public middle school to corporate social responsibilities and entrust schools. In perspectives of society, we build the responsible atmosphere, integrate social resource, strengthen social communication and cooperation. In the aspect of school, school presidents need to learn about social responsibility, and emerge the social responsibility into school philosophy. In perspective of teachers, they need to strengthen the awareness of social responsibilities. In the aspect of teaching content, we need to reemphasizes the idea of educating pupils.
