As knowledge becomes more and more global and informationalized, the contemporary education theory indicates that "learning how to think"is far more significant than "learning knowledge". To lay a foundation for students’lifelong learning and promote their independent study ability, mainly, the well use of learning strategy reflects the mastery of "how to learn".What’s more, the application level of mathematic learning strategies influences students’study efficiency; and then it will make a difference on their mathematic learning achievement even more.Currently, although the research on High School Students’Mathematics Learning Level has made lots of strides, it still has some defiencies. In the generalized High School Students’ Mathematics Learning Level of Strategies Questionnaire, there is few research on the applicability of evaluation tool and norm of its generalization performance to whole region, and even nationwide. To make up research gaps in the fields above, I built Tianjin High School Students’Mathematics Learning Level of Strategies Questionnaire on the basis of pre-existing< High School Students’Mathematics Learning Level of Strategies Questionnaire>, which comes from the analyzing of 1026 validated questionnaire from 1124 juniors in 22 different high schools of 12 districts and counties. In addition, I approach Tianjin High School Students’ Mathematics learning Level on 5 different scales; so that it is feasible to propose the improving method on mathematics learning strategy through assessing the level of students’homework and analyzing their features and deficiencies. In the end, taking the data deriving from research, the < High School Students’Mathematics Learning Level of Strategies Questionnaire> is presented.Primarily adopting Document Analysis, Delphi and Survey Method and on the basis of <High School Students’Mathematics Learning Level of Strategies Questionnaire>, the percentage rank and the norms of standard score are eventually established; in the meanwhile through consulting related research and experts at home and abroad; in the meanwhile, to confirm Tianjin High School Students’Mathematics Learning Level of Strategies Questionnaire and approach it on 5 scales finally, I also complete descriptive analysis, reliability and validity as well as criterion.According to the studies, the conclusions are as follows. First, "High School Students’ Mathematics Learning Level of Strategies Questionnaire" has a well reliability and validity, so it will be a effective tool for measuring senior high school students’mathematic learning strategies. Secondly, the study and measurement will be taken in terms of the norms of cognitive strategy, metacognitve strategy, resource manage strategy and total. Finally, the level of using mathematic learning strategies could be divided into five----excellent, better intermediate, intermediate, lower intermediate and poor.
