Under the background of promoting education equality and promoting the balanced development of education in our country, the teacher "s flow is related to the balanced allocation of educational resources. The reasonable flow mechanism is an important problem in the public education management. However, in practice, the flow of teachers between urban and rural areas tend to present a "person to go up", "Peacock Flying Southeast" of the one-way flow trend, further aggravate the imbalance between urban and rural education resources. The formation of a perfect teacher flow mechanism to guide the flow of rural teachers is conducive to promoting the balanced development of urban and rural compulsory education is to achieve educational equity, and promote the equalization of basic public services in education.This paper attempts to Sichuan Huaying teacher mobility between urban and rural areas for the study, combing through Huaying teacher mobility policy as well as urban and inter-city teachers’ flow pattern, flow, etc. as well as ways of investigation, showing its existing policies under the management of liquidity problems of the teachers.Huaying City urban and rural primary and secondary schools have continued to intensify teacher admittance threshold difference is big, large differences in the stability of teachers, rural teachers differences and other issues, the city between the urban and the rural teachers flow showing quality in rural teachers one-way flow trend of urban schools, the study found. The one-way flow of teachers in urban and rural areas is a natural result of the work, work environment, living conditions and many other objective reasons, and must pass the relevant policies to encourage and guide, to the city and rural areas such a one-way flow, forming a reasonable mechanism for the flow of teachers. Accordingly, in this paper, drawing on the experience of foreign urban and rural teachers flow management based on, to improve the flow of Huaying City between urban and rural teachers and put forward the corresponding policy recommendations: it is recommended that make the teacher flow policies at the national level support; formulate incentive policies favorable to guide teachers to the backward areas flow; to construct reasonable teachers rotation system; perfecting the system of teacher training in the post.
