Basic education, as one of the most important public products provided by the government, has been widely recognized on the development of the concept of equality. The core connotation of the development of basic education is obviously "education fairness", which involves the fair of educational opportunities, the fair of the educational process, and the fair of the educational results. However it is obviously not an easy thing to achieve all of these goals in reality, many places did not achieve these goals, especially the basic education in China’s urban and rural areas, these areas have typical non equilibrium characteristics.This paper takes Yang Jiang City of Guangdong Province as a sample, in-depth study of the equalization of the basic education in the implementation of such a situation a typical city. In the analysis process, starting from the relevant concepts to clarify the equalization of education and theory, to provide the theoretical basis of the analysis of Yang Jiang basic education equalization problem? and then comprehensively and systematically analyzed the status of the equalization of basic education in urban and rural areas of Yang Jiang City,by collecting of relevant data, and try to use related theories and viewpoints of the equalization of basic education, to explore the causes of the inequality of the basic education in urban and rural areas of Yang Jiang city? on this basis, starting from the promotion of equalization of urban and rural basic education policy from the system, policy support, financial investment, hardware support, faculty construction, concrete measures and suggestions are put forward for the realization of Yang Jiang urban and rural equalization of basic education.Through the analysis, we know that Yang Jiang has made certain achievement in the equalization of urban and rural basic education in general, But there are still some problems, such as lack of pertinence and flexibility, inadequate implementation of equalization measures, especially in government investment, education resource management, and so on. The government should pay more attention to the implementation of the equalization of urban and rural education, and effectively adjust the relevant policies to guide and promote the equalization of basic education in urban and rural areas. On the other hand, Yang Jiang, as an ordinary prefecture level city in China, the plight of the equalization of basic education in urban and rural areas is typical. Concerning to the promoting of the equalization of basic education in urban and rural areas, Yang Jiang City, Guangdong Province and even the whole country have some common problems, which requires from Guangdong Province and even national level to strengthen institutional design and policy oriented, and in the implementation of the equalization of urban and rural basic education problem as soon aspossible to achieve substantial breakthroughs.
