The national curriculum, local curriculum and school curriculum in the three grade curriculum, school curriculum also known as school-based curriculum, is a beneficial supplement of national curriculum. The development of school-based curriculum, to enrich the campus culture, the formation of school characteristics; is conducive to improve the quality of the teachers; to promote the development and improve the students’ moral quality and creative ability. Because of this, the country’s basic education curriculum reform carried out like a raging fire, but this boom, there are still some problems. This article describes the background, research status at home and abroad, research objectives, research ideas and methods and the innovation point of this article.The second part, the definition of related concepts. The definition includes school-based curriculum and school-based curriculum development, definition, moral school-based curriculum resources in Gannan red and red resources.The third part, the theoretical research on the development and utilization of moral school-based curriculum. The procedures for the implementation of school-based curriculum development concept, mainly introduces the basic ideas, principles and.The fourth part, Taking Gannan’s red resources as an example to carry out practical research development and utilization of moral school-based curriculum.
