China issued a series of documents to encourage the development of higher vocational education at undergraduate level in recent years, various institutions are actively planning the way of transformation, A number of new ordinary colleges and universities have first embarked on the long journey of transformation and development of higher vocational education at undergraduate level. The governments at all levels have focused the task on the research of development strategy on higher vocational education at undergraduate level. The earlier studies mainly focused on Macro speculative research, but not on recent developments and demand of higher vocational education at undergraduate level. So, based on the recent developments of higher vocational education at undergraduate level in Guangdong province, the demand and development strategy of higher vocational education at undergraduate level is discussed theoretically. The following issues are the research content:Firstly, the author analyzes the related research about higher vocational education at undergraduate level and gets a comprehensive understanding of the domestic and foreign research status. In order to get the theoretical foundation of this paper, human capital theory, screening hypothesis, socialization theory and consumer’s behavior theory was used to analyze the demand of higher vocational education at undergraduate level.Secondly, the author analyzes the demand and development status of higher vocational education at undergraduate level in Guangdong province by consulting related literature information. Then the students who accept different type of undergraduate education have been investigated by questionnaire. Combining the development status of economic industry with the development status of higher vocational education at undergraduate level in Guangdong province, the author analyzes the Factors affecting the individual demand of higher vocational education at undergraduate level in terms of the family, school, society, culture, psychology and other aspects to provide effective basis for the research of countermeasures.Finally, based on the empirical research about Individual demand, social demand and development status of higher vocational education at undergraduate level in Guangdong province, this paper presents a demand-driven proposal for the development of higher vocational education at undergraduate level. That is in order to help higher vocational education at undergraduate level play an important role in Promoting the local economy and society. The government needs to strengthen the policy support, build a good social environment, establish a reasonable mechanism of entrance exam and Lead people to form the correct values about higher vocational education at undergraduate level.
