The development of undergraduate level vocational education is important strategic task of meeting social economic transformation, optimizing higher education structure and constructing modern vocational education system. Now, undergraduate level vocational education is still in the primary exploration stage. It is particularly important to clear the development direction of undergraduate level vocational education. Based on lifelong education theory, demand determinism, the CAS theory,sustainable development theory, the study uses the research methods of literature analysis, investigation, and system research. Around the current demand for undergraduate level vocational education, the study analyzes the connotation of undergraduate level vocational education from the theoretical level, clears its development orientation and function, explores the status quo of undergraduate level vocational education in our country, points out the difficulties and disputes in the exploration. And then switch to the international field, summarize the development of international undergraduate level vocational education, discusses in detail how to develop undergraduate level vocational education in some countries and regions,summarizes the successful experience of international undergraduate level vocational education development. On the basis of above research, the study attempts to plan and design undergraduate level vocational education, put forward policy suggestions on the implementation of security. The conclusions of the study are:First, undergraduate level vocational education aims to cultivate undergraduate level higher technology applied talents, improve students’ vocational skills and comprehensive qualities and obtain the corresponding vocational qualification certificate of school vocational education. It belongs to the type of higher vocational education, and is qualitatively different from ordinary education in undergraduate level. It belongs to the level of undergraduate education, and is different from vocational education in junior level. It is helpful to improve the development of modern vocational education system and optimize the structure of higher education.Second, clear the “longitudinal monorail, transverse dual” development way of undergraduate level vocational education. “longitudinal monorail” means the higher vocational education and higher normal education are equally important status in the higher education system. The difference is the type, not grade, level. Desalinate the“vocational colleges” label. On the basis of “longitudinal monorail”, we have to adhere to the “transverse dual” which means institutions of higher learning in the same educational level have a moderate and reasonable division of labor, some tend to hold vocational education, some are also tend to hold regular education in colleges and universities, strengthening the vocational education characteristic. Third, put forward three development paths: relying on the undergraduate education resources as the main path of undergraduate level vocational education development; Integration of college level vocational education advantage resources, and gradually develop vocational education undergraduate level; Using the advantage resources of emerging industry, propose the establishment of modern corporate universities, hold the qualification education of undergraduate level vocational education, make up for the lack of degree in vocational education; Fourth, from the laws and regulations construction,、education funds investment、the government management efficiency、social public opinion guide to build the external guarantee system, the development of vocational education undergraduate level to optimize the external development environment.
