To develop undergraduate and graduate level higher vocational education is not only the need of economy development, but also the need of being adapted to the trend of international education development, optimizing higher education structure and building a perfect system of vocational education. Setting out from the prominent problems in the high vocational education structure, this paper evolves its study around the kernel argument to "develop undergraduate and graduate high vocational education ". Firstly this paper discuss what is higher vocational education, then reveals the kernel training analysis the present conditions of higher vocational education; Secondly, from the aspects such as economy, technology and education analysis the necessity of developing undergraduate and graduate level higher vocational education, then gives a deep analysis of the theory, practice and social atmosphere, and the feasibility of developing undergraduate and graduate higher vocational education is also put forward in this paper. Thirdly, this paper adopts the case study method, gives a deep analysis in industry design from professional training course to regular undergraduate and MBA specialty degree, then put forward basic strategy and counter measure. This research aims at driving the level of higher vocational education as soon as possible; bring forward the scientific advices of some theory model practice on developing undergraduate and graduate higher vocational education. In the process of the study, many study methods have been applied, the main ways are the following: investigate, systematize, comparative, case study and so on. In the end, this paper constructs the theory of developing undergraduate and graduate higher vocational education and put forward corresponding strategy and measure.
