With the rapid development of new industry and the coming of knowledge economy era, vocational and technical education is becoming more and more popular. However, in the rapid development of the secondary vocational education, there are some problems, such as imperfect education system, lack of education funds and resources, lack of autonomy in the development of vocational schools, and the problems derived from the above problems. They seriously restrict the development of secondary vocational education, and make it difficult to adapt to the needs of the economic transformation and upgrading of industry. In China, the policy of the party and the government is the key to the development of education. Therefore, we research the secondary vocational education Policies, and give the suggestions for improving the policy of secondary vocational education.This paper is based on the perspective of system theory to determine the framework and content of the research on the development policy of vocational education. Taking Huizhou city as an example, through investigating and analyzing the current situation of the development of secondary vocational education in Huizhou, the problems in the development of secondary vocational education in Huizhou are found out: school funding, curriculum issues, social support and teacher issues. And thus the problem of government policies and the reasons of its formation: the government’s financial investment in vocational education, the lack of government policies, the lack of coordination of the main body of the policy, the lack of coordination and so on.Then, according to the problems existed in Huizhou City secondary vocational education policy, put forward promote vocational education development in Huizhou City local policy formulation, the reform and the implementation of the recommendations: first, the reform of fiscal investment in a macro point of view, through the reform of the fiscal investment to achieve the integration and optimization of medium vocational education resources, build a good secondary vocational education environment; the second is microcosmic point of view, the implementation of curriculum policy formulation, local "dual" mechanism of teachers construction and encourage the public to participate in the formulation of policy of secondary vocational education.Finally, this study are summarized, and pointed out the main shortcomings: lack of domestic research experience for reference, and conclusions need time to confirm.
