Research On Scientific Research Management Regulations Of Higher Education In The New Era

The significant position of institution of higher learning has become more and more prominent in modern society, as they are the banks of talents and energy resource of society development, and the scientific research of institution of higher learning can promote technological innovation and ideological revolution. So promoting the legislation procedure of scientific research administration will be beneficial to create a strong atmosphere and stimulate the motivation for scientific research in institution of higher learning. It also can coordinate the contradiction between the democratic governance and administrative control of academic and assure the rights and duties of scientific researchers in institution of higher learning, thus can stimulate their motivation and gather the talents and improve scientific research and innovation ability.Based on the laws and regulations in developing science and technology in new era and aimed at institution of higher learning, the special part of scientific research, this paper had chosen the specific parts about scientific research in institution of higher learning and analyzed the contents of the laws and regulations. This paper was divided into 5 parts: part 1 briefly introduced the current situation and meaning about the research work of scientific research laws and regulations in institution in higher learning, analyzed the contribution and shortcomings and emphasize the theoretic and practical importance of the research,defined some concepts such as institution of higher learning,laws and regulations about scientific research management, laws and regulations about scientific in institution of higher learning and new era,and introduced two theories---incentive theory and academic ecology theory. Part 2 reviewed the developmental process of the management laws and regulations about scientific research in institution in higher learning in new era and pointed out their characteristics and particularities. Part 3 mainly analyzed the management laws and regulations about scientific research task making, scientific research funds and results examining through the clue of the different procedure in the management process of scientific research in institution in higher learning.Part 4 evaluated the management laws and regulations about scientific research in institution of higher learning in new era and pointed out the achievement and shortages. We had formed a quite integrated laws and regulations system about scientific research in institution of higher learning;the laws and regulations had been more specific and function well of motivating the researchers in institution of higher learning and promoting and standardizing the scientific research work in our country. The shortages mainly are :the making of the management laws and regulations about scientific research in institution in higher learning have not formed a power supported by multiple-subject; the lacking of long term corn for scientific research; the insufficient of surveillance feedback in practice and the motivation is far away from enough. Put forward the suggestions for improving the management laws and regulations about institution of higher learning in our country: absorbed multiple-subject in making the laws and regulations--dominated by the minister of education and united the minister of finance and technology,broad-based listen the advice of scientific researchers in institutions of higher learning; have a timely surveillance feedback of the effects of the laws and regulations and summarize the practical experience of the management of institution of higher learning to keep the laws and regulations flexible; make a long term and practical plan to assure the laws and regulations’ continuity and avoid the contradiction between relative laws and regulations; clean up the laws and regulations to abandon the out-date ones and make up the new ones at propel time; emphasize the standards for governors of scientific research institution and limit their behaviors.
