Higher education in Taiwan, China, since 1950s, has developed greatly and expanded much, taking up two thirds of the whole higher education scope in terms of numbers now. During the process, the key promoting factor that has taken essential effects undoubtedly should be the laws and regulations of its higher education. More and more concern about the development of private higher education in Taiwan have been raised and the achievement of researches on it also increases, among which, a few specialized researches intention its laws and regulations. However, even though many researches on private higher education in Taiwan have been carried out and made achievements, few researches on its law and regulations can be seen now. On the above conditions, the essay attempts to analyze the present situation, design the future development, enrich the theoretical achievements of the law and regulations in Taiwan by arranging its history and at the same time, provide some valuable suggestions for efficient researches on the private higher education development in Taiwan.The essay will focus on the developing and perfecting history of the laws and regulations system in Taiwan, dividing it into four periods: transferring, adjusting, promoting and completing period. In each period, the author would like to introduce some important laws and regulations, meanwhile analyzing how they changed and the reasons. On the base of studying it general situation and concrete actions, the author will emphasize key factors that have great effect on its developing process. Further more, the author will point out the future situation of its development on the blueprint of some key educational policies and at last part, the author will sum up its features and its good experience and lessons, thus provide some valuable suggestions that may be used for reference.With the view of attaching importance to the equality and characteristic development of private higher education, the local government seriously assimilated those suggestions from the public and scholars and formed a comparatively completed system of laws and regulations, according to the changing situation. Generally speaking, the laws and regulations in private higher education in Taiwan are concrete and because of that, they can in some extent guarantee its development in order. But at the same time, there are many arguments on the system and the real effect when they are carried out in education practice. From this layer, there is still much room for its becoming perfect.
