The standard of ideological and political curriculum for ordinary high schools(2017 edition)points out that "the ideological and political curriculum for high schools is a comprehensive and activity-oriented course with the fundamental task of cultivating morality and cultivating socialist core values and the fundamental purpose of helping students set up the correct political direction,improve the core literacy of ideological and political curriculum,and enhance the ability of social understanding and participation.The report of the 17 th national congress of the communist party of China(CPC)put forward that "civic consciousness education should foster democratic thinking and the concept of rule of law with Chinese characteristics,equity and justice,and cultivate qualified socialist citizens." How to implement the core literacy of ideological and political curriculum and strengthen students' civic consciousness education is an important realistic subject at the present stage.At present,the cultivation of the core literacy of ideological and political curriculum in senior high school is mainly realized through the subject class activities,which are the main front of teaching and play an irreplaceable role in the cultivation of the core literacy of ideological and political curriculum.However,as a kind of embedded class,subject class activities have higher requirements on teachers' teaching design and planning ability,and the unreasonable teaching design and science learning will directly affect the formation effect of core literacy.At the same time,there are still some problems in class activities,such as lack of formal innovation,limited participation of students and low enthusiasm.The curriculum of comprehensive practical activities is another important way to cultivate the core literacy of ideological and political curriculum,since there is no curriculum standard,only guidelines,a quantitative evaluation has certain difficulty.Since 2010,Chengdu Wenjiang R Middle school has vigorously carried out civic consciousness education practice activities according to the ideological and political curriculum standards and the report requirements of the 17 th national congress of CPC.It has guided students to carry out field surveys and interviews on public policy issues through independent activities,group collaboration activities and collective inquiry activities,collected relevant materials,carried out policy analysis,and put forward solutions to solve problems,so as to enhance the social understanding and participation ability of high school students.On the basis of activity experience,it has enhanced students' political awareness,sense of rights and obligations,sense of rule of law and sense of responsibility.The practice of civic consciousness education has internal consistency with the political identity,scientific spirit,sense of rule of law and cultivation of public participation in the core literacy of ideological and political curriculum of senior high school students.The practice of civic consciousness education provides beneficial reference for the cultivation path of the core accomplishment of ideological and political curriculum.On the basis of learning from the existing approaches to cultivate the core literacy of ideological and political curriculum,respecting the law of physical and mental development of senior high school students,aiming at the characteristics of senior high school students paying attention to the status of social development and combining with the civic consciousness education practice of Chengdu wenjiang R middle school,this paper discusses the advantages and methods of cultivating the core literacy of ideological and political curriculum of senior high school students based on the civic consciousness education practice,and puts the core literacy of ideological and political curriculum into practice.Compared with subject class activities and comprehensive practical activities,the practical activities of civic consciousness education allow students to experience,continuously perceive and improve themselves in the process of participating in practical activities,and gradually form correct political consciousness,sense of rights and obligations,sense of rule of law,sense of responsibility and moral consciousness,which will turn the "macro abstract"education policy into "specific and clear" issues practice,to achieve the "soft landing"of the core literacy training in the ideological and political curriculum.By guiding senior high school students to pay attention to and study public policy issues that are closely related to their own interests,we can stimulate the enthusiasm and initiative of senior high school students in political participation,change "partial participation" into"full participation",and realize the "full coverage" of the core accomplishment ofideological and political curriculum.Through investigation and interview,we can enter communities,relevant government departments,people's congresses and CPPCC committees to enrich the perspective of evaluation,combine self-evaluation with multi-subject evaluation in activities,change "unitary evaluation" into "multiple evaluation",and realize "diversified" evaluation methods of core literacy of ideological and political curriculum.Analyze the existing policies,propose feasible solutions to the problems,carry out simulated hearings and communicate with relevant government departments,change "theory indoctrination" into "social practice",realize the core accomplishment of ideological and political curriculum "to realize",internalize in the heart and externalize in practice.The whole process of civic consciousness education practice is completed by students independently,and teachers provide necessary guidance.It is divided into five stages to realize the cultivation of high school students' core literacy of ideological and political curriculum.To cultivate high school students' political identity by collecting and analyzing data;It cultivates senior high school students' awareness of the rule of law through compiling practical activity programs and cultivates senior high school students' public participation quality in the process of simulated hearing and program publicity.In the process of summarizing and reflecting,they gradually grow up and change into modern citizens with core literacy of ideological and political curriculum.
