Since the operation of the reform and open policy,the socialist market economic system has been established gradually as well as the process of political democratization has been advanced increasingly,it demands objectively that citizen can take part in the social public life actively and orderly.If citizen in a country “haven’t got a change to the modern system in the psychological,attitude,and behavior ways,the tragic end of failure and abnormal development is unavoidable.” [1] Therefore,in the key period of modernization process,the interest structure is being changed,the multi-culture is being impacted,and the conflicts from different levels are being shown,the civic literacy has obviously become the important basis and human resource guarantee to the social development.But because of the influences from the historical and present factors,the sense and capability that the Chinese citizens take part in the social management is not optimistic.College students as a special group in our society,is very important for the country to realize the Chinese Dream,the situation of their civic literacy has direct relationship with the process of the realization.However,the ideological and political education based on the traditional meaning can not meet the needs to make the dream come true,not only in the content but also in the way.Therefore,improving the civic literacy of the college students is the demand of the social development as well as the important duty to the modern advanced education.In this paper,based on the problem of the college students’ civic literacy,guided by the theories of Marx dialectical materialism and history materialism,using the methods of historical observation,literature analysis and comparative study,clarifies the basic conception and its connation of Citizen,Civic Literacy,College Students’ civic literacy,analyses the current situation and its reasons to this problem,discusses the necessary and importance of improving the college students’ civic literacy.Furthermore,drawing lessons from the other countries’ successful experience,considering the specific situation in China,this paper also provides some countermeasures,such as high attention,clear goal,effective education methods.Focus on improving college students’ civic literacy,this paper is made of three parts: introduction,text,and conclusion.Among them,there are three parts in the text.Part one: Based on the concept of Citizen,Civic Literacy,College Students’ civic literacy,this part mainly talks about the necessary of improving the college students’ civic literacy.Part Two: the analysis of the existing problems and its reasons to the college students’ civic literacy.The analysis goes through the civic knowledge,the civic behavior,the rational spirit and teamwork ability.At the same time,from the cultural,social,educational and family’s point of view,it also makes deep explanation to the reasons,which provides the evidence for the countermeasures.Part Three: the cultivating countermeasures for improving college students’ civic literacy.Learning from the successful experience of other countries,this paper provides some suggestion to solve this problem,such as high attention,clear goal,effective education methods,capable environment support,and traditional culture heritage.Conclusion: Due to the close relationship between the realization of the Chinese Dream and the College students’ civic literacy,this paper declares the importance and necessary to improve this situation.At the same time,the research limits of this paper as well as the next deep research are also pointed out in this part.Last but not least,it calls for the attention and support from the whole society to finish the task.
