At the beginning of the 21 st century, many countries have taken the education in the strategic position of priority development, and the development of teachers is as the basis for the development of education is paid close attention to, how to build a high quality,professional and strong teacher team became the focus of educational circles all over the world. At present, the development of basic education and teacher’s attention and expectations have risen to a new level.The State Council held a national basic education working conference, issued a "decision on the reform and development of elementary education", put forward a has strategic significance of the proposition: to establish a high-quality teacher team is the key to push forward the quality education.With the basic education curriculum reform, overall,teachers’ teaching ideas have changed a lot, the education and teaching level of teachers also have a certain degree of improvement, teacher team is growing.But with the acceleration of urbanization process,China’s economic construction has made remarkable achievements and, the gap between the urban and rural economic and social development also in constantly widening, the uneven development of education in urban and rural areas, has become the key problem that need to solve in the process of social development in China.Rural education is far behind the urban education, professional development of rural teachers consciously or unconsciously overlooked, which seriously influence on the development of rural education.Rural teachers are the backbone of the rural education.However, the rural teachers, as a whole, their education and teaching concept is relatively backward, their education level is relatively low,which restricts the rural education for sustainable development.Therefore, strengthening the research of education of rural teachers, improving the teaching level of rural teachers education, strengthening the construction of rural teachers, is an important measure to promote the balanced development of urban and rural education.This study choose rural primary school teachers in southwest as the object of study, onthe base of the analysis of the existing literature,combined with experts’ advice, to clear the connotation and requirements of primary school teachers’ competency, through survey and analysis of the situation of rural primary school teachers’ teaching competency, to understand the real situation of our country’s rural primary school teachers’ teaching competency,analyzed the influence factors on teachers’ teaching competency and to put forward rural primary school teachers’ teaching competency upgrade path and improvement measures,provide certain theoretical basis and practical reference for the deepening study of China’s rural education of primary school teachers.This paper is divided into seven parts:The first part: introduction. This part mainly introduces the research background,literature review, research purpose and significance, research ideas and methods, research focus, difficulties and innovation.The second part: the definition of the relevant concepts of rural primary school teachers’ teaching competency. This part defines the concept of rural primary school, competency and teaching competency respectively.The third part: the basis of the improvement of rural primary school teachers’ teaching competency.This part mainly points out that the main basis of this study is elementary school teacher professional standard(trial) promulgated by the Ministry of Education and the theory of competency model elementary school teacher professional standard(trial) as the policy basis has an important guiding role to this research, and the theory of competency model lays an important theoretical foundation for the study of the important.The fourth part: the current situation of rural primary school teachers’ teaching competency. The analysis and description of this part mainly based on using the method of questionnaire and behavioral event interview to investigate the current situation of the teaching competency of 200 rural primary school teachers in District B and District Y in Chongqing City and city L, city B in Guangxi. This paper expounds the basic situation of the investigation, the statistics and analysis of the survey data and so on. Finally draw the conclusion of the research: rural primary school teachers’ teaching competency overall in the middle level. The difference of teaching competency level of different teacher groups is great;there are still some problems on the teaching competency of rural primary school teachers,such as rural primary school teachers’ professional knowledge is not perfect, their teaching skills need to be improved, the weak awareness of teaching research, weak ability of teaching research.The fifth part: analysis on the influencing factors of the promotion of rural primary school teachers’ teaching competence. This part is mainly based on the results of theinvestigation of the current situation of rural primary school teachers’ teaching competency and the influencing factors are analyzed in detail. Finally, it is found that the influence factors of the promotion of rural primary school teachers’ teaching competency are subject factor and object factor.The sixth part: the basic path to improve the teaching competency of rural primary school teachers. This part is based on the investigation and analysis of the current situation of the teaching competency of the 200 rural primary school teachers in Chongqing and Guangxi.And in view of the plight of rural primary school teachers’ teaching competency, this paper puts forward the basic path of improving rural primary school teachers’ Teaching Competency:renew the teaching idea, and play the leading role of the advanced teaching idea; enrich the study resources of rural primary schools, and provide more learning path for rural primary school teachers; strengthen school-based teaching research and promote the improvement of rural primary school teachers’ teaching competency; establish rural primary school teachers learning community, and enhance the learning motivation of rural primary school teachers;strengthen the effectiveness of teaching training of rural primary school teachers to provide professional guidance; strengthen the teaching reflection, promote the improvement of the teaching competency of rural primary school teachers in the practice of reflection.
