Study On Spatial Characteristics Of Secondary Vocational Education Resource Allocation Efficiency Of X Province

Improving the efficiency of resource allocation is running the secondary vocational education’s top priority. Real-time monitoring and dynamic assessment of regional resource allocation efficiency in secondary vocational education, is the key to optimizing the allocation of resources. For comprehensive utilization of resource of secondary vocational education, we need to have adequate knowledge and in-depth analysis of county-level differences of the secondary vocational education resource allocation efficiency within the region.To this end, we set up an evaluation index system of resource allocation efficiency of secondary vocational education.Using DEA-Malmquist method and county-level panel data in 2008-2013, we measured the 32 counties resource allocation efficiency of vocational education in X province. On this basis, we applied exploratory spatial data analysis(ESDA) method to verify the spatial correlation of resource allocation efficiency in secondary vocational education, and, we assessed the status of resource allocation efficiency of secondary vocational education in X province from two dimensions of time and space. Finally, GIS technology and spatial regression model were used to explore the mechanism of the formation of spatial characteristics of secondary vocational education resource allocation efficiency.Research found: Between 2008 and 2013, TFP of vocational education resources allocation in X province presents an !early growth, late fall" feature. Early growth was driven by technological advances growth. Late fall is mainly due to the technical efficiency recession. District with higher secondary vocational education resources allocative efficiency gradually spread from the west to the southeast and northeast. Allocative efficiency presents significant spatial autocorrelation in general. Neighboring counties have nearly allocative efficiency. Local government "yardstick competition", regional transportation accessibility, fiscal decentralization and other factors created the special characteristics of vocational education resources allocation efficiency.In order to promote secondary vocational education resources allocation efficiency, this research recommends: X province should continue to reform talent educating pattern, optimize courses structure, strength !double-quality" teachers construction, and improve the quality of vocational education,. X province should focus on districts with high resources allocation efficiency, construct vocational education Park witch service whole region in these districts, exert the advantages of centralized, and expand efficient resource allocation model to more widely region. X province should further strengthen the vocational education resources allocation at the provincial level, and create conditions for the co-development of vocational education among districts. And X province should create policy environment, in order to promote the coordinated development of vocational education.
