At present, the phenomenon of migrant workers in coastal areas is of great existence, but a great quantity no-technical can not to find satisfying work. Therefore, rural secondary vocational education must undertake the important mission to culture the new type of farmers with technology and knowledge. But rural secondary vocational education in our country is facing a series of development bottleneck problems.This paper argues that to promote the development of rural school the education needs not only to increase the capital investment, but also to improve the resources allocation efficiency of countryside vocational education. This thesis used DEA method to analyze the difference of resource allocation efficiency to rural secondary education on the 31 provinces during 2006 and 2009 in our country, and comparative the three regions, eastern, central, western, at the same time, using Tobit regression to describe the main factors, which influence the resource allocation efficiency of rural secondary vocational education.First, when we evaluate and comparative the resource allocation efficiency of rural vocational education in various of areas, this paper found there is not completely consistent of rural secondary vocational education resource allocation efficiency of with three regional economic development level in eastern, central and western, and so is a few developed province; second, when investigate the influent factors of resource allocation efficiency in rural secondary education, this paper found that the matriculate proportion and fixed number of years of every person in rural is the main factors; Finally, it summarizes the conclusions of the innovation of the enrollment system, the perfection of introducing talents system, and the execution of free rural secondary education system, and points out further research.
