Because of a serious shortage of high quality education resources in our country,“School Choice Phenomenon” in basic education stage is increasing in intensity. In order to send their children to “top schools”, parents rushing to buy a house near school, make use of their social relationships and transfer registered permanent residence. This phenomenon exacerbated divisions between the poor- quality schools and the high-quality schools. It is the most direct performance of unbalanced configuration of compulsory education resources. Education collectivization is one of the fastest and the most effective way to solve the problem of unbalanced development of education. The running mode of education collectivization base on the top schools, and then output the brand, idea, management, teachers, and other various education resources of top schools to promote the popularization of high quality education resources and let more children receive high quality education. In the stage of basic education, the implementation of education collectivization is good for achieving education equity. To a certain extent, it solves the problems of "difficulty in going to school" and " difficulty in going to top schools ".This studythrough the base education collectivization school-running mode,change the current situation of unbalanced educational development in Shandong Province.In advancing the process of study, the author found the problems that exist in the basic education collectivization school-running in Shandong province.I analyze successful cases of existing nationaleducation collectivization, combining with the status and characteristics of balanced development of education in Shandong province,and made some preliminary exploration and summary about the education collectivization in the field of basic education in Shandong province to promote the balanced development of education. Which in order to make scholars and practitioners think further and provide some relevant references.First, on the basis of existing research, this study comprehensively discusses theexisting basic education collectivization in our country, as well as the effect of balanced development of education, and then summarizes the background and current situation of the development to provide clear and complete ideas for further research.Secondly, I summarize the balanced development situation of basic education in Shandong Province and its characteristics. Then I conducts a lot of in-depth analysis and research on the feasibility of the basic education collectivization development and its positive role in achieving balanced development of education in Shandong province.Finally, through the study on the existing education collectivization practice in Shandong Province, I made some constructive suggestions on how to solve the problem of unbalanced educational development in Shandong Province and how promote its development. I think that basic education collectivization is an important and effective way for figuring out unbalanced development of basic education in Shandong province. But at present, there are many problems on basic education collectivization in Shandong province, which is still in the exploration stage of its development. In order to promote its further development, we need to pay attention to adjust and perfect operation system and management structure, and focus on all aspects in the work to promote their own construction and development of the work.We also have to pay attention to promote the development of training education and cooperative education, which eventually promotes the development of education group and achieve the equilibrium and quality and efficient development of the education resources in Shandong province.
