Education equity is a basic social equity,and it has also been considered an important measurement of social equity.Successive Party and state leaders have pointed out the important position and far-reaching significance of education equity in different periods and on different occasions since the founding of the People's Republic of China more than 70 years ago.Education policy which takes education equity as the core implements educational reform and development to the end.In order to realize education equity,the mode of collectivization school-running has risen rapidly and become an important mode adopted by many local governments and most famous schools during the stage of elementary education.It mainly takes the lead of a brand school or a high-quality school to establish an education consortium composed of two schools to realize the sharing of school management,teachers,teaching facilities and equipment and educational resources so as to improve regional education quality,narrow the gap between schools and promote educational equity.Many local governments,relevant departments and Changsha municipal government have issued a series of policies to encourage the practice of collectivization school-running of basic education in recent years.Therefore,taking the collectivization of some famous primary and secondary schools in Changsha as an example,it is particularly urgent to study the problems of collectivization of elementary education and put forward corresponding countermeasures.This paper is based on the characteristics of collectivization of basic education in running schools,and it is on the basis of education equity theory,brand effect theory,scale economy theory and incentive theory to make an objective and accurate grasp of the situation of collectivization of basic education in Changsha through literature review,questionnaire survey and interview.According to this,the main problems of basic education collectivization school-running in Changsha are as follows: the vicious competition between schools leads to the formation of a new monopoly,the difficulties in staffing and allocation hinder the flow of staff between groups,the branch schools are inferior to the attraction of excellent teachers,the nature of school is different,the efficiency of internal control is insufficient,and the branch schools lack the right of speech and the position of professional authority.The main reasons are: The excessive expansion of branch schools and the scale exceeds reasonable range;the communication mechanism is not sound enough,the enthusiasm of teachers is not high enough;The promotion of school culture cloning resulting in the strong core schools and weak branch schools.On the basis of a comprehensive and systematic analysis of the above problems,and on the basis of drawing lessons from domestic and foreign advanced experience,the author puts forward some suggestions to solve the problems: policy support,to play the regulatory role of the government in collectivization school-running better;Teacher allocation,to improve the operating mechanism of teachers' volunteer teaching and exercise exchanges within the group;Coordinated management,to build a coordinated and efficient school running system between core schools and branch schools;Seeking common ground while reserving differences,maintaining cultural identity and encouraging branch schools to cultivate characteristic culture;Moderate management,to resist the impulse of expand and to maintain the appropriate size of the education group;Fair enrollment and reform the examination enrollment policy to prevent the monopoly of the high quality source of students.The suggestions in these six aspects can provide reference for the same region or other collectivization school-running practice to solve similar problems.
