Equalization of basic public education services is an important aspect of fair education, and education equality reflects social fairness and harmony. The CPC Central Committee and the State Council have always paid high attention to the development of education. Developing education preferentially and equally has been involved in reports on the work of the central government over the years. In recent years, China has increased investment in education continuously to make fast development in education and has got some obvious achievements by advancing education equalization vigorously. However, inequality of education is still outstanding in all over the nation because of many factors, such as the development level of economy and society, policy and social culture.This paper studies to basic public educational services for a limited range of Guangdong Province, have specific aim, is conducive to promoting the development of Guangdong Province Education, further meet the people’s demand for education services. Guangdong Province, the equalization of basic public education services problems mainly for:The Pearl River Delta region and Eastern northwest under developed area of basic public education service development imbalance between urban and rural areas, school conditions, school and intercollegiate and level difference is bigger, need to be harmonious development layout, all types of education at all levels of scale, structure, quality; In the long-term urban and rural structure system, basic public service system of Guangdong provincial education is also showing in urban and rural areas more obvious segmentation; Basic public education service input is not equal, the three levels of government financial power, cities and counties do not match; several aspects of urban and rural, between teachers quality is not equal. In this paper, on the basis of the experience of the developed country advanced experience, put forward a series of policy suggestions to promote Guangdong Province the equalization of basic public education services, including:To promote the development of the revitalization of Eastern northwest, building a new pattern of regional harmonious development; crack two structure in urban and rural areas, the establishment of the integration of urban and rural education system of basic public services; to promote the establishment of financial guarantee mechanism of the equal access to basic public services in education, rational division of property right, the duties and responsibilities of the local government in accordance with the financial authority and power matching principle; Establishment of standard system of basic public service equal education, improve the formulation of "basic standard" Compulsory Education School Guangdong Province Education; to strengthen the construction of teachers, improve the teachers’ professional level, earnestly safeguard the legitimate rights and interests of teachers and treatment.
