Since 1993, establishing the professional qualification certificate system, to carry out the Occupational Skill Testing(OST). At the same time, OST of Gansu province began to work and grew gradually. This article is as the object of researching the quality management work of OST in Gansu province, describing the theoretical system of OST and the professional qualification certificate in China, analyzing the development of Gansu OST and the role of promoting construction of the skilled talents’ teams in Gansu province. Especially focusing on thinking and analyzing the problems of quality management system. Exploring the thought and method to solve the problems.The article firstly researches the related theory and basic problems of OST, describes the developing background and legal basis of OST, premises the basic concept of the professional qualification certificate system, establishes the basis of the following questions. Secondly, through the inquiry and analysis of statistical data, researches the developing situation of OST, condition of the skilled talents’ teams, and strengthening the quality management of Gansu province. Thirdly,finds the existing problems of quality management of OST of Gansu province, analyzes the formative reasons. At last, puts forward the thoughts to solve the problems and the advices to strengthen the quality management system of OST of Gansu province.The article investigates the development of Gansu OST,analyzes the facts of the skilled talents’ teams in Gansu province. excogitates the difficulties and problems of Gansu OST such as understanding is insufficient, service ability is lacking, incentive mechanism is not completely, law enforcement is deficient, and so on. Through researching and analyzing, find some ways and solutions to solve these difficulties and problems, to provide references for the government to make policy and carry out the work. |
