Quality is the fundamental guarantee to maintain the authority of occupational skill testing.The development,depth,influence and prestige of vocational skill testing should not depend on administrative power,but should depend on its own quality,should depend on the objectivity,justice and science of appraisal,depend on the scientificity,validity and degree of being recognized by the society.Since the establishment of the national occupational qualification certificate system,more than 100 million people have participated in the vocational skill appraisal.With the increasing of reference,there are many problems in the quality management of occupational skill testing.Therefore,it is necessary to keep pace with the times,make more efforts in innovative ways and methods,and strive to improve the quality management level of occupational skill testing,constantly improve the value of vocational qualification certificates,and select excellent skilled talents for the development of the economy and society.At the same time,with the deepening of the reform of national institutions,the original functions of occupational skill testing centers in various regions will change,and the corresponding original quality management system of vocational skill appraisal will inevitably need to be reconstructed.This paper analyzes the current situation and existing problems of the quality management of Zhenjiang occupational skill testing,and finds that the quality management of Zhenjiang occupational skill testing appears as follows:(1)management subject(2)management system(3)technical resources(4)evaluation indicators in four aspects.Based on the current quality management system standards of occupational skill testing,this paper studies from four aspects: construction principle,construction objective,construction step and evaluation index of testing result.The research conclusion shows that there are two areas that need to be improved in the quality management system of occupational skill testing in Zhenjiang:(1)Zhenjiang testing center must change its function to break the existing relationship between existence and interest(2)there are loopholes in the existing quality management evaluation indexes,so it is necessary to introduce the quality evaluation indexes of the testing results,and conduct validity analysis and reliability analysis on the testing results,so as to realize the impartiality,effectiveness,scientificity and standardization of the testing results.This paper suggests that the occupational skill testing right should be handed over to the appraisal object,and the competent appraisal institution should be encouraged to carry out the appraisal work from the aspects of proposition,training and internal management.After the completion of the reform of public institutions,the municipal testing center shall supervise and provide technical services to the institutions that independently carry out testing work.In this way,on the one hand,the quality management evaluation and scoring standards for independent testing institutions to carry out annual assessment,the implementation of the "red and black list" exit mechanism,standardize the work of occupational skill testing,let the market promote the development of professional skills;On the other hand,it provides necessary technical services for independent testing organizations to carry out testing work,so as to ensure the smooth development of occupational skill testing.
