| Since 2007,the Jiangsu Provincial Occupational Skills Appraisal Center has established and piloted a professional skill appraisal quality management system,which has achieved significant results,such as continuously improving the quality of appraisal work,effectively perfecting various quality management systems,generally establishing the quality management organization,initially forming a clear-cut examination room ecology,strengthening the construction of professional skills test question banks,establishing an annual inspection and appraisal system for accreditation bodies,etc.Through investigation visits,we have found that there are some problems which still need to be improved in many aspects of the quality management system for occupational skills appraisal in Jiangsu Province.From the main point of view,there are problems such as over-pursed economic interests,a serious shortage of full-time staff,too shabby hardware facilities in grass-roots appraisal departments,etc.From the perspective of the system,there are problems such as the weak legal basis for professional skills appraisal,unbalanced scales of specific quality management systems among various agencies,etc.From the technical point of view,the main problems are that the examination mode does not keep up with the times,information systems and database of exam questions lag,etc.From the content aspect,there is still a problem that can not be ignored in the specific contents and specific realities of different regions.Analyzing its reasons,from the perspective of the quality management system of occupational skills appraisal in Jiangsu Province,the first is the lack of a competition mechanism,the second is the pursuit of economic interests,and the third is a rough representation of the documents;from the perspective of its implementation,the implementation time is short,public opinion is lacking,leaders at all levels of government do not pay enough attention to it,awareness of administrative services at all levels is indifferent to the public service,supervisory mechanisms are not adequate,etc.How to solve the problems existing in the quality management of occupational skills appraisal in Jiangsu Province?This paper holds that we should stand in the historical direction of the new era of socialism with Chinese characteristics and accurately determine the major contradictions faced by the quality management of vocational skills appraisal in Jiangsu Province in the new era.The major contradiction is between growing high-tech high-skills needs and unbalanced occupational skills appraisal development.We must make efforts and implement policies to address the problem of unbalanced skills appraisal.This paper suggests:first,learn and learn from the successful practices of the eastern and western developed countries in implementing the vocational skill appraisal quality management system.Among them,we mainly study and learn from the laws and regulations system and the cooperative management mechanism;second,we will improve the occupation of Jiangsu Province with the principle of "one main stem with many other branches".The skills appraisal quality management system,under the framework of the Jiangsu Provincial Occupational Skills Appraisal Quality Management System,focuses on the provincial and municipal vocational skills appraisal centers.Vocational colleges,companies,industry associations,training centers and other multi-factory organizations participate together with diverse paths and diverse patterns.At present,it is necessary to strengthen the construction of quality management system from the four aspects of organization,system,content,and technology.Improve the evaluation system of professional skills appraisal quality management from the three major aspects of the main content,basic methods,basic standards,etc.,in order to gradually improve the occupational skills appraisal quality management system in Jiangsu Province. |
