Meanwhile, is of great significance for improving the quality of workers, speeding up labor Cultivation and development of the market, and promoting economic development are.The purpose of this study is more feasible through the establishment of quality management of professional skill evaluation system, to resolve the current occupational skills in the assessment process there are a variety of quality, professional skill in Shaanxi Province to provide a new development ideas and to some extent reference.The main research contents are as the following:(1)the article made research about the current new situations for vocational qualification certificate system to face on the relevant knowledge about Humane Resource Innovation and Development, and also about the Administration Course.(2)the article made some statistics work through data collection and investigation of different cities in Shaanxi Province. And then through comparative analysis, it found a series of problems about the current working steps.(3)this article brought forth the deepen discussion and found out the underneath factors leading to the existence of these problems. Then, the article from the perspective of total quality management, detailed, layered presentation of the work in the professional skill of the need for the implementation of total quality management, explains the main elements of total quality management to total quality management system for building the theoretical groundwork. Finally, the article AHP, fuzzy evaluation method and other scientific methods, combined with the work of Shaanxi Province, the professional skill of the actual situation, set the evaluation index, while building a comprehensive quality management system.
