Based on the relating requirements of the "Medium to Long Term Plans of Gansu’s Educational Reform and Development(2010- 2020)" and the "12th 5-Year Plan of Gansu’s General Higher Education Development", in order to thoroughly implement the strategy of Prospering the Province with Science, Education and talents, to improve the people’s and educational quality, to fulfill the goal of constructing the whole province as a district of high-quality education and human resources, the Education Department of Gansu Province and the schools and institutions related have taken a wide range of measures, the results turned out to be largely successful. However, due to the economic and geographic limitations, a series of problems are still to be solved, such as the slow pace of college faculty construction, the low ratio of high level faculties, the high ration of students and teaching staff, and the loss of local talented population. As the age of "big data" and the Plan of Western Development have offered a great opportunity to reform and develop the province in almost every level, the importance of educating and keeping high-quality talented population has also increased significantly, and the key strategy of this blueprint is to build a group of teaching staff of balanced structure, high efficiency and excellent competence. Thus, a study on the whole picture of the present situation is needed.This article, targets on the faculties of 45 general high institutions in Gansu province,provides an analysis of the statistics collected from 17 undergraduate colleges, 5 independent schools, 23 professional training institutions, discusses the present situation of faculties construction. By using the methods of literature review, compared study and statistical analysis,six key aspects of "scales, structures and research skills" are analyzed. Additionally, with the assistance of established theories and studies, the author proposed ideas of teachers’ development from the angles of system design and system construction, and discussed the methods of establishing a group of qualified teaching staff.
