Research On The Management Mechanism Of The Informatization Construction Of The A Independent Institution In Zhuhai

As an important part of the higher education system in our country, the development of the Independent Institutions is vital to the reform and development of the higher education in our country. The rapid development of the information and telecommunication technology is bringing great impact to the traditional higher education, while our country is currently accelerating the modernization of education governance system and governance capacity. Facing the new situation and tasks, the Independent Institutions should seize opportunities to innovate and develop, exploit the flexible mechanism to accelerate informatization, and promote the modernization of education with information technology. In recent years, the informatization of the A Institution in Zhuhai has made great progress, and the achievements are remarkable. But there are still a series of problems, such as valuing the hardware facilities and ignoring the software, the lack of effective integration of information resources, and low responsiveness in management mechanism, especially the last one. Therefore, based on the new public management theory and governance theory, the paper intends to study the management mechanism of the informatization construction of the A Independent Institution in Zhuhai through literature research, interview and comparative analysis.This paper analyzes the operation status of the management mechanism of the informatization construction of the A Independent Institution from the idea, organizational structure, personnel, capital investment, rules and regulations, implementation mode and operation mode, and finds out the A Independent Institution has formed a decision-making model in which the functional department submits the application to the school administrative committee, then to the board, and the chairman makes the final decision, built up a communication platform which has strengthened the coordination of all departments, constructed an operation and maintenance mode in which the functional department administrates daily operation and contractors provide technique support. As a result, it has strengthened the network public opinion monitoring and put a premium on the teachers and students’ concerns of informatization. However, there are still some problems of the current management mechanism of the informatization construction of the A Independent Institution, mainly including unreasonable delegation in the management system of the informatization construction, inadequacy in the content of the management mechanism of the informatization construction, and unstandardised and unprofessional working mode of management mechanism of the informatization construction. Through analysis it is found that the causes of those problems include obsolete concept of the informatization construction, unreasonable organizational structure of the informatization construction, flawed management model of the informatization construction, and the incomplete set of rules and regulations. To solve these problems, the paper puts forward some countermeasures and suggestions based on the beneficial experience of the universities at home and abroad which have achieved remarkable results in informatization construction, such as to change the concept of the informatization construction, optimize the organizational structure of the informatization construction, specify the content of the management mechanism of the informatization construction, improve the working mode of the management mechanism of the informatization construction, and better the rules and regulations of the informatization construction.
