With the deepening of reform in our country’s basic education, the idea of “developing and strengthening the school education through scientific research” has been extensively recognized in middle and primary schools. School-based teaching and research has already become an important path to improve the professional proficiency and teaching quality of teachers in middle and primary schools. But, because the school-based teaching and research management started at a relatively later time, the school-based teaching and research activities in most primary schools has not made substantive effect and does not reflect the function and value of the school-based teaching and research.This subject first adopted the method of studying literature to grasp the current situation of school-based teaching and research and study on its management in primary schools in an all-round way. The author mainly analyzed the gaps in the existing study through searching the relevant theses in periodicals, academic dissertations and works in www.cnki.net to determine the necessity and importance of the study of this subject.Secondly, the author understood the current situation of school-based teaching and research management in urban primary schools through two kinds of methods: questionnaire investigation and interview. The author took urban primary schools in Y City of West as an individual case and solicited opinions from the experts by using Delphi research approach and then modified the self-made questionnaire; and understood the current situation of school-based teaching and research management from the three dimensions of the teachers’ understanding of school-based teaching and research, basic support elements of teaching and research management, implement of school-based teaching and research.The conclusion is: insufficient understanding of school-based teaching and research by the teachers of the schools; faulty security system of school-based teaching and research management;poor management effect of school-based teaching and research. After analysis, the author found the main influencing factors are: the school leaders not attaching importance to it; poor security conditons of school-based teaching and researchmanagement;neglecting the process management of school-based teaching and research.Finally, the author put forward the practice tactics for school-based teaching and research management of urban primary schools as to the problems found in the investigation based on the experiences of outstanding schools of this district and other districts in this aspect: Firstly, make the purpose of teaching and research definite, and improve understandings towards school-based teaching and research. Secondly, complete management organization of school-based teaching and research by applying “4+X” multi-level and double-line management. Thirdly, complete management system of school-based teaching and research, and improve standardization level of school-based teaching and research management. Fourthly, strengthen quality training of teachers, and promote teacher’s professional development. Fifthly, take various measures, and increase funding for school-based teaching and research. Sixth, make detailed process management of teaching and research, and improve actual effect of teaching and research management.This research plans to solve the principal contradiction in the management of school-based teaching and research and offers practice reference for gradually optimizing the management of school-based teaching and research in urban primary schools.
