School-based management is one kind of new school administration theory and management pattern compared with the traditional outside controls management pattern, which is proposed in the school reform movement in western countries in the 1980s.It is of great practical significance to profoundly analyze the typical case of school-based management and study the validity and feasibility of its spreading on the condition of advancement of extensive education reform in our country. The present research is to explore the implementation of school-based management in Xincheng District which is comparatively advanced in economy and education in Huhhot, Inner Mongolia Autonomous Region. Meanwhile, it is a comprehensive summary and analysis of its successful experiences.The thesis consists of three parts.The first part is the theoretical basis of this research including a simple description about the basic concepts and characteristics of school-based management. It is a scientific school management idea, strategy and pattern. The cardinal idea is "people foremost, shift of power to the grassroots, and participation in management". It emphasizes that all levels of governments and the educational administration department should gradually delegate the power of management to the school as the policy permits, give the school more rights to make decisions independently in those aspects including resource distribution, the fiscal budget, the curriculum, the choice of the teaching material, appointment and dismissal of personnel, in order to transform the existed management system, optimize the school education resources, and improve the school quality.The second part is the core of this research in which the present writer explores and summarizes school-based management from two different perspectives of the government and the educational administration department and the school. As for the government and the educational administration department, the key to carry out school-based management is to transform the functions of education administration, expand independent rights to the school administration, and consummate the responsibility system of the principal. Concerning the school, the key is to develop school-based training, school-based curriculum, school-based teaching and research, formulate the school development plan, and foster campus culture with individuality under the premise of the whole staff participation.The third part is a brief summary of this research. The school-based management is to improve the school own ability. It is advantageous for the school to show its own characteristics of running the school and explore the new school pattern. The study pertinent to school-based management involves many factors, so it is necessary to do a thorough and systemic research on those issues in the future.
