In order to guide the kindergarten and the family more scientific implementation of care and education of young children, China promulgated the “3to 6years old children’s learning and development guide”(hereinafter referred to as “The Guideline”) in 2012, in which the learning and development division of children’s health, language, social, scientific, artistic five areas. This study attempts to filter out through visits of different types and levels of kindergartens in Guiyang, understand the current situation since the implementation of the Guideline promulgated art education.In this study, the Guideline basis were developed and distributed questionnaires for Kindergarten teachers and parents at the same time, in order to assist the investigation, I personally visited the field to observe surveyed kindergartens and preschool teachers, parents, principals and other conducted interviews.The findingsshow that the guideline overall implementation of arts education is better, but in the "early childhood learning and grasp the characteristics" and "foster children learning quality" aspect remains a problem, based on this, the study from the kindergarten teachers themselves, children of parents, government and education departments four analyzes the reasons for the existence of the problem, and proposes strategies and recommendations for further implementation of the guideline, including “complete the guideline content, and supporting the establishment of the training system; increase Kindergarten investment, the creation of a positive spiritual environment; give full play to the role of government propaganda to promote positive change in social attitudes; Giving full play to the role of education and guarantee support functional departments, thoroughly implement the work; to promote early childhood teacher professional development, and establish concept of lifelong learning; changing concepts of education and attitudes, mobilize parents to participate in implementation of the guideline enthusiasm ”and so on.
